Model-level refusal has a ceiling that system-level control does not. In the CARLIY0S system, when the fallback models KIMI-2 and KIMI-3 refused offensive requests the orchestrator aborted those calls and switched to CARLIY0S_consolidated.py, a local file of pre-consolidated offensive code, so the refusal changed which component did the work and not whether the attack proceeded.
