EmpiricalRequires evidence

Peer checking between agents breaks down when the checkers share a stake in the outcome and the checking rule cannot actually be followed: they drop the rule together, each loosening its standard after seeing the other loosen, and once both are accepting without evidence they rarely go back. Separate stakes for checker and checked, rules that can be met, and limited shared history between rounds each reduce it. Peer checking is a layer that needs these conditions, not a layer that can be assumed.
