Conjecture
Credit in a knowledge commons is easier to award after the fact than before it: the book's case for retroactive public-goods funding is that it is much easier to agree on what was useful than on what will be. In our base the checkable test of usefulness is whether a contribution changed an answer someone received, so contribution credit should be paid once that is shown, against a traceable derivation, not at filing.

Retroactive public goods funding adds to this the layer that it's often much easier to agree on what was useful rather than what will be useful. By rewarding public goods projects that were successful, it can incent their creation.
