The 2023 principle applies straightforwardly only to things whose active and internal states each outnumber their sensory states.
The claim
Friston and co-authors (2023) state a scope limit in a footnote: the manifolds on which internal and active states encode beliefs have the dimension of the sensory states, so both the number of active states and the number of internal states must exceed the number of sensory states. The principle in this form applies straightforwardly only to large things with nontrivial internal dynamics.
