The tested-range ceiling on institutional oversight is answerable only within a window: if capability rises in small steps, tests are re-run at every step by overseers only slightly weaker than the overseen, and checks read model internals rather than behaviour alone, then the tested range moves with capability. The answer fails if steps become large, as in a fast takeoff, or if models learn to game internal checks the way they already game behavioural tests.

One could mitigate this problem by taking small enhancement steps and by letting the test run for a long time.

Ideally, the testing should be ongoing rather than confined to an initial evaluation period.
  • groundsUntitled source

The tests weren't measuring alignment; they were measuring evaluation awareness.

subtracted an evaluation-awareness steering vector, partially mitigating the problem

Control evaluations are only conservative when the red team is as capable an attacker as the untrusted model is.

We think that this bottleneck might not be a crucial problem until the models are substantially superhuman

Bostrom's own mitigations plus the Sonnet 4.5 eval-awareness fix show the range can move with capability; conditional on small steps.
