Conjecture
Rewarding replication alone aims at the wrong variable. Science's reputation system pays for a result that looks interesting once it is in, while grant review already scores highly novel proposals lowest. The reform the evidence most directly supports is judging a study's design before its results exist, as a complement to paying for replication, not a substitute: psychology Registered Reports, reviewed that way, reported 44% positive first hypotheses against 96% in standard reports, which shows less selective reporting, not yet better replication. It is the surrogate-endpoint error in another field: pay for the measured result and you get the result, not whether it holds.
