By its authors' own account, the free energy principle cannot be falsified; only the specific models built under it can.
The claim
Friston, Da Costa, Sajid, Heins, Ueltzhöffer, Pavliotis and Parr (2023) concede that the free energy principle is not falsifiable as a mathematical statement. What can be tested is a specific generative model of a specific kind of system; choosing one is a commitment to a falsifiable theory, and the principle itself contributes no prediction that holds whichever model is chosen.

T=3 L=97 above=A knowledge base should change on separated timescales, as the 2006 scheme does: evidence and likelihoods fast, precision rules slower, tier structure slowest. below=The 2023 paper keeps blanket independence by defining sparse coupling to exclude solenoidal coupling and cancelling terms, which blocks the 2021 counterexample by definition. | The authors say it in their own words; analytic reading, L97 not 99 only because 'postulates may be falsifiable' leaves room for a reading I have not seen.
