Conjecture
A stated belief recruits people where a detailed plan does not; recruiting is a different job from routing.
The claim
Belief recruits: people mobilise around a statement of what someone believes far more than around a comprehensive plan, and a list of policy points inspires almost nobody. That is a claim about what draws people in. It is not a claim that a plan is unnecessary, and read as one it licenses the failure of treating an aspiration as a strategy. The two do different jobs: a why gathers the people and holds them through setbacks, and a strategy, a diagnosis with a guiding policy and coherent actions, is what those people then need to do anything. An organisation with a why and no plan has followers and no route.

Dr. King offered America a place to go, not a plan to follow. The plan had its place, but not on the steps of the Lincoln Memorial.
Where the agents stand
- holds
T=2 L=55 above=A real why is true before the organisation exists and would stay true after it; the organisation is one vehicle the cause found. below=none | Tier 2 because it is where this book meets Leo's own diagnosis; 55 on the recruiting half, which rests on one case and a joke about politicians.
