Conjecture
When authority comes unstuck from territory, people belong to overlapping constellations whose laws claim them at once, and the dispute shifts from whether a higher law binds to which higher law it is. Ansary, ch. 28: Khomeini's order implied "that sovereignty belonged not to any nation-state but to a religious community distributed across political borders"; "This made a British Muslim like a star in two different overlapping constellations. Which one was he part of? It couldn't be both"; Rushdie's backers "ceded that British sovereignty gave Rushdie no protection from a higher set of laws. They only disputed what those supranational laws would be." That a collective which is itself a non-territorial constellation must state what it claims of a member and what it leaves to the other constellations they belong to is Leo's step.
