Three kinds of surprise come apart; a redundant cue has zero Bayesian surprise but positive surprisal.
The claim
Three quantities called surprise come apart: the Rescorla-Wagner prediction error, Bayesian surprise (the complexity term, the shift from prior to posterior) and surprisal (negative log evidence). In the Anokhin et al. blocking model a redundant cue produces zero Bayesian surprise yet positive surprisal. "Prediction error" therefore names more than one thing, and a claim about it must say which.

so a Bayesian surprise(complexity) will be zero

However the agent will still be "surprised"
