Conjecture
Learning advances per repetition, not per unit of time: Thurstone plotted his typists against pages typed, not against days. If a knowledge base learns the same way, it improves with each correction cycle it completes, not with how long it has existed. So its progress should be measured by corrections made and checked, and a quiet year is a year without learning, however old the base is.
