One tested way past accumulated vetoes is to bundle and pre-commit. Congress, unable to close surplus Cold War bases one by one, created an independent commission whose closure list got a single up-or-down vote; Ruhl and Salzman (relayed by Klein and Thompson) propose the same for climate infrastructure. It works by removing per-item veto points, not by persuading each holder, and the price is that no item can be amended.
