TITLE: Lunar independence requires reproducible capability. BODY: Define a bounded set of critical services and a stated interruption horizon, then test whether the settlement can operate, diagnose failures, repair, and replace what those services need without the Earth inputs being excluded by the scenario. Include human skills, tools, materials, software, supplier dependencies, and training of successors. SCOPE: A proposed assessment discipline, not proof of lunar feasibility or a demand that every atom be sourced locally from day one. A permanent Earth-supported base is a valuable intermediate objective but is not industrial independence. COUNTERWEIGHT: Automation and remote assistance can reduce onsite expertise requirements, but Earth-dependent assistance cannot be counted in an Earth-loss survival test.
