Warp Speed's speed came from an objective every participant could state the same way, "Deliver at least one safe and effective vaccine, manufactured at scale, before the end of the year", against which each decision was checked. One shared objective lets many people decide locally and fast without referring back, which is the reverse of the everything-bagel project. It is also what a decision market needs: a market decides fast only what has been reduced to one priced objective, so whoever writes the objective holds the real authority.
