The least-action reading of the principle was, by its authors' own note in 2018, unproven for general stochastic dynamics.
The claim
Ramstead, Badcock and Friston (2018) frame free-energy minimisation as Hamilton's principle of least action, then note that the claim that time-averaged free energy is a Hamiltonian action is non-trivial for general stochastic dynamics and still a subject of research. The physics framing that gives the principle its reach was, at that date, a research programme rather than a result.

T=4 L=95 above=On this view an organism does not carry a model of its niche; it is one, written into body and behaviour by selection. below=At a critical point a system can stay long in one metastable state and still range over many, with correlations spanning the whole system from short-range links. | Quoted caveat; I have not checked the post-2018 literature for a proof.
