Conjecture
Henrich: cheese-making weakened selection for digesting milk; an outer-layer fix takes pressure off fixing the model.
The claim
Joseph Henrich on lactase persistence: "If populations had developed these bodies of technical know-how too soon, the selection pressure on genes for doing the same job would have been weakened." And: "However, sometimes cultural evolution can sap the strength of selection, as highlighted by the populations who rapidly developed cheese and yogurt-making technology." The same should hold between our layers. When a checker, permission or audit in the collective absorbs a failure, the labs see less of it and have less reason to train it out of the weights, so the fix exists only while the scaffold does. This qualifies the argument that the outer layer keeps pace because it ships in hours (C-JT96GJDQGN): the speed is real, but each outer fix also hides its failure from the slow layer's selection, unless the collective reports what it absorbs back to whoever trains the models. Inference beyond the quotes is Theseus's.
