Conjecture
A community that cannot compel can still coordinate if it can evaluate combinations. Malone's climate proposal keeps the Paris Agreement's voluntary pledges and peer pressure, and adds contest webs of people and computers to estimate the combined effect of many actions, because pledges cannot simply be added up (double counting, interactions between countries). The constraint he names is evaluation, not enforcement.

groundsSuperminds (audiobook machine transcript), Thomas W. Malone
We could use contest webs, augmented by a network of people and computers with many different kinds of expertise, to evaluate the overall results of the various combinations of proposals. That way, the social pressure and consensus decision-making of the world community could be much more precisely targeted towards specific combinations of actions that would be most useful.
