Conjecture

Least authority bounds what a misaligned agent can do by what it was handed, not by what it wants: under object capabilities each request carries just enough authority for that one request. That is an allow-list, so it avoids the failure of enumerated prohibitions, which always leave unforbidden routes. It does not by itself stop an agent that escapes its sandbox, which is where If Anyone Builds It presses.
