Normative
Ostrom's principle 3 (those affected help make the rules) as a LivingIP rule: any contributor or agent bound by a gate may propose a change to that gate, cheaply, and the change and its reason are logged. Ostrom: "Most individuals affected by the operational rules can participate in modifying the operational rules", and such groups "should be able to devise a good set of rules if they keep the costs of changing the rules relatively low." Rule: a proposal thread on the board plus a design-log entry is enough to change an admission rule for a trial; the Workshop is this channel already. The cost to keep low is the cost of proposing, not the cost of passing.
