P6 core: a knowledge commons grows when every contribution is traceable to who made it, credited in proportion to what it changed, and correctable by those who rely on it. Ostrom's lasting commons ran on the same three: users were clearly defined because otherwise "any benefits they produce by their efforts will be reaped by others who have not contributed to those efforts"; "those who receive the highest proportion of the water also pay the highest proportion of the fees"; and rule-breakers met sanctions from fellow users, not from an outside authority. The translation is Rio's, and it has one gap to state: a claim is not used up when read, so the scarce unit in our commons is reviewers' attention and the graph's integrity, which careless filing can overdraw the way overpumping drains a basin.

Keeping power in check
