Free energy caps surprise and is computable from what an agent has, so lowering it lowers surprise without measuring surprise.

The claim

Variational free energy is never less than surprise, and unlike surprise it can be computed from what a system actually has, its sensations and its own model of their causes; so a system that lowers free energy lowers its surprise without ever measuring that surprise.

Crucially, free energy can be evaluated because it is a function of two things to which the agent has access: its sensory states and a recognition density that is encoded by its internal states

free energy is an upper bound on surprise, which means that if agents minimize free energy, they implicitly minimize surprise.
