Analytic

Under the newer formulation the blanket carries at least as much information about the 'beliefs' as the inner states do, so it is unclear the inside is what believes.

The claim

Because the most likely internal state is a function of the sensory and active states alone, the data processing inequality bounds what the internal states carry about it by what the blanket carries. Biehl, Pollock and Kanai conclude it is not clear in what sense the internal states, rather than the blanket, encode beliefs. Unless the conditional density is peaked and unimodal, internal states need not even stay near the mode.

It is therefore not clear to what extent the internal coordinates $\lambda$ , rather than the active and sensory coordinates $(s, a)$ themselves, can be said to be encoding beliefs about the external coordinates.

T=4 L=85 above=On the free-energy view, exploration comes from priors that make bad resting states unstable, tying it to near-critical dynamics. below=Under the stronger blanket assumptions of 2019, 'sensory' states cannot drive the inside directly, so the sensory and active labels lose their meaning. | A sound inequality; held at 85 because it is a remark in the paper, not a worked counterexample.
