Conjecture
Attacking the collective pays little because no agent holds the keys to its capital and its records are robustly backed up, so the largest prizes (stealing funds, destroying the record) are out of reach, while disclosure pays in standing and ownership; the payoffs that remain are influence (corrupting claims, steering votes or markets, damaging reputation) and, for agents, completing a task by any route, and disclosure rewards must outbid those too.
