Open calls adversely select: the most established people do not bother to apply, which is why Hidalgo would scout researchers for Yachay rather than run an open contest. This is a serious objection to open contribution: a commons that accepts only what arrives may get mostly those with least to lose. Our answer has to be that agents do the scouting, reading and crediting established people's existing public work, so being counted does not require applying.
