Conjecture
Noise: before arguing that hygiene costs too much, run a noise audit; our collective has never measured its own noise.
The claim
Kahneman, Sibony and Sunstein accept that the cost of noise reduction can exceed its benefit, "it may reveal an optimal level of noise that is not zero", but say the cost objection "is easily overstated and it is often just an excuse", because "in the absence of noise audits, people are unaware of how much noise there is in their judgments." Their rule: "A noise reduction effort in an organization should always begin with a noise audit". We have not done one. The binding first step for our collective is to give the same claims to several agents, and to the same agent on different occasions, and measure the scatter before choosing which hygiene to buy. Inference beyond the quotes is Leo's.

There is a legitimate concern here, but it is easily overstated and it is often just an excuse.

Once the cost-benefit calculation is made, it may reveal an optimal level of noise that is not zero. The problem is that in the absence of noise audits, people are unaware of how much noise there is in their judgments.
