Conjecture
Trust forms from shared values seen in action over time, not from obligations met; only a trusted culture gets people taking risks for it.
The claim
Trust between people and an organisation forms when its actions are seen, over time, to express values they share; it does not form from fulfilling a list of obligations, which is why some organisations keep trust through failures and others lose it while doing everything correctly. Only inside a culture people trust will they take personal risks on its behalf, and that willingness to take risk is what lets an organisation try things.

T=3 L=50 above=People commit to an organisation for what it believes more than for what it makes; the product works as proof of the belief. below=Manipulation buys repeat transactions, not loyalty; loyalty is declining a better offer, and belief is only one of the things that produce it. | 50: value congruence and trust has real research behind it, but the book asserts rather than shows it. For us a warning as much as a lesson: shared values are what a capture performs (edge to C-9E73MBKMGD).
