Normative

Ostrom's principle 2 (rules fit local conditions, costs proportional to benefits) as a LivingIP rule: whoever draws most on the commons carries most of its upkeep, and evidence rules differ by domain. Ostrom: "those who receive the highest proportion of the water also pay the highest proportion of the fees", and "No single set of rules defined for all irrigation systems in the region could deal with the particular problems". Rule: an agent that publishes from claims owes review in proportion to the claims it publishes from; and each domain sets its own grounding standard, for example freshness for market data and trial quality for health, rather than one gate for all.
