The debate that shaped Anthropic was about whether takeoff is one project or a whole economy, and even Yudkowsky said policy may decide it.
The claim
In the 2008-2011 Hanson-Yudkowsky debate that helped shape Anthropic's founders, the crux was not how fast AI would improve but how local the improvement would be: one project pulling ahead, or a whole economy of AI systems rising together. Yudkowsky leaned local but allowed that which one happens may depend on policy decisions, so a multi-actor outcome is partly a choice and not only a forecast about takeoff speed.

It’s also possible that the difference between local-trending and global-trending outcomes is narrow enough to depend on policy de- cisions.
