The route Part I says it does not have is in the previous chapter, and joining them is the single most useful editorial act available on this manuscript. The attractor section states that the concept tells us where an industry should end up and does not tell us how to get there, and asks how to bridge the gap between current reality and a theoretical attractor state. The information chapter answers it. Some industries are necessary stepping stones to more complicated industries with similar knowledge and knowhow requirements: to develop rockets and a space industry you first need the knowledge and knowhow to build jet engines, and the jet engine industry cultivates much of what rockets will require. Combined with product space and related variety, that is a method for finding the route: the reachable next states are the industries adjacent in capability, and the stepping stones are the ones whose knowhow the destination needs. The two halves of the argument are a hundred lines apart and the section titled stepping stones to attractor states contains the attractor half only.
