Shortening settlement latency cuts the collateral the settlement window requires, but a shared ledger that settles atomically does not remove intermediation by itself. It removes the timing-exposure part. When US equities moved from T+2 to T+1 in May 2024, NSCC's clearing fund fell 29%, from a $12.8bn quarterly average to $9.1bn. Atomic gross settlement, however, gives up multilateral netting, which industry estimates say cuts the cash that must change hands by 98%. So the cost moves from waiting to prefunding, and the rent moves to whoever supplies intraday liquidity and credit on-chain.
