A learning collective earns its keep only because its environment is critical: in a uniform world there is nothing to learn and in a chaotic one nothing can be learned. So the collective's value lies in handling novelty against a background of the usual, and it should be evaluated mainly on how it does on surprises (tail events, regime changes), not on routine cases.
