Random errors cancel only when several judgments are made of the same case. A noisy system makes one judgment of each of many cases, so its errors do not cancel across the book: one overpriced and one underpriced policy are two losses, not a correct average. For a fund, spreading capital across many deals does not diversify away evaluation noise; only more independent judgments per deal do, which a market on each proposal supplies and a single screening agent does not. Where deals are competed for, it is worse than additive: the deals a noisy evaluator wins are disproportionately the ones it overvalued (the winner's curse; Rio's inference, not the book's).
