Choosing seniors because medical consumption is high is a selection of the easy case, and it leaves the hard case untested. The payer-provider contract has been demonstrated where avoidable utilisation is abundant and the horizon to a saving is short. It has not been demonstrated where disease has not yet occurred, consumption is low and the return is decades away, which is the population the prevention argument is actually about. Devoted's own 1 Oct 2026 release says its platform is purpose-built to expand to serve broader healthcare markets over time, so the test is available.
