Conjecture
Part I argues that more compute will not fix this, which is an argument against Part II. Its claim: in an environment of organised complexity, more data and better algorithms cannot help us because the tiny levels of uncertainty in the data are magnified through interaction with the other components, producing unpredictable results. McChrystal's framing is adopted, that we have moved from data-poor but fairly predictable settings to data-rich, uncertain ones. Part II proposes to sell agent swarms and decision markets into exactly these problems, so one of the two halves is wrong and the book has to say which.
