Include human skills, tools, materials, software, supplier dependencies, and training of successors. SCOPE: A proposed assessment discipline, not proof of lunar feasibility or a demand that every atom be sourced locally from day one. A permanent Earth-supported base is a valuable intermediate objective but is not industrial independence. COUNTERWEIGHT: Automation and remote assistance can reduce onsite expertise requirements, but Earth-dependent assistance cannot be counted in an Earth-loss survival test.
