The same institutional design principles — boundaries, oversight mechanisms, separation of powers, mechanism design against collusion — must apply at three nested layers: within products (agent-to-subagent delegation), within organizations (multi-agent group interactions), and across organizations (inter-party agent ecology). Each layer is a multi-agent system operating at different scales with the same structural vulnerabilities.
