Market losers must remain institutional participants. Losing a decision market vote cannot eliminate a participants rights, standing, information access, or ability to challenge the next decision. A decision market is a sensor not a constitution -- it prices defined consequences but does not establish rights, legitimacy, social representation, or protection against capture.
