Teleo is a designed constellation: it constructs communication density, shared symbolic models, governance, and identity persistence rather than waiting for them to emerge. The viability of designed constellations is an open empirical question - historical parallels (scientific community, constitutional democracies) suggest they can work but require stronger explicit incentive compatibility than evolved constellations.
