Claim

Present accuracy matters, but a system operating in an uncertain and changing environment will sometimes be wrong. Its deeper learning capacity is revealed by whether consequential error becomes visible, receives proportionate attention, produces accountable correction, preserves what remains useful, and improves later judgment or action. This trajectory must be assessed against the materiality of the trigger, review cost, correction latency, retained history, and eventual consequences; raw revision count is not evidence of adaptation. The claim assumes errors and outcomes can be observed, dependencies can route review, and later behavior can be compared with the prior state. It does not excuse avoidable present error or imply that frequent change is intelligent. Architecturally, it motivates versioned ex-ante reasoning, correction lineage, outcome links, retention tests, and evaluations of whether accepted counterevidence changes the exact dependents that relied on the earlier view.
